Project Description

The City of Regina’s Wastewater Treatment Plant project will increase City’s wastewater treatment capacity and modernize the facility, through upgrades to the primary (non-organic) and secondary (organic) treatment processes, and the construction of a new tertiary (bacterial) treatment process.

The new system will provide treatment capacity for a population of 258,000 and significantly reduce ammonia, nitrogen, phosphorous, E. Coli and suspended solids levels from entering the water system. As a P3, this contract will transfer significant risks to the private sector over the whole lifecycle of the project, allowing the City of Regina to realize greater value for taxpayer’s dollars.

The private sector will be responsible for designing, building, financing, operating and maintaining the new Wastewater Treatment Plant over a 30 year period.
